Planning context
A rezoning requires the preparation of a Local Environmental Plan (LEP). LEPs are developed and approved through a system known as the gateway plan-making process.

The planning proposal includes four parts:
- Part 1 - Objectives or intended outcomes
- Part 2 - Explanation of provisions
- Part 3 - Justification including
A - Need for the planning proposal
B - Relationship to strategic planning framework
C - Environmental, social and economic impact
D - State and Commonwealth interests
- Part 4 - Community consultation.
