Project overview

The objective of the Planning Proposal is to provide for a range of high quality employment generating uses and a small amount of urban infill residential development. To achieve this objective the following land use zones will be investigated:

  • B7 Business Park
  • R1 - General Residential

The Planning Proposal has been prepared in accordance with existing Department of Planning guidelines. Documents relating to the Planning Proposal submitted to the JRPP can be downloaded from the important documents page.

Employment lands

The Proposal provides an important opportunity to:

  • provide much needed local employment opportunities close to home. According to Wollondilly Council more than 70 per cent of residents leave Wollondilly for work and there is a net deficit of 10,460 jobs in the local government area.
  • provide much needed jobs in South West Sydney which is currently experiencing a net deficit of jobs estimated to be around 64,917 jobs
  • attract new businesses to a high quality business park. The aim is to provide a development like Norwest Business Park at the Menangle site. Norwest is home to many high profile multi-national corporations including IBM, ResMed and Woolworths and currently provides jobs more than 17,000 people.

The NSW Department of Planning and the Wollondilly Shire Council both have strategies focussing on creating local employment and high quality jobs in this region. For this reason Menangle Pastoral decided to investigate re-zoning the site for use as employment lands.

Initial studies undertaken for the re-zoning indicate the site is suitable for employment purposes for a number of reasons including the fact it is:

  • highly accessible for a potential workforce
  • a gateway location located adjacent to a major transport corridor, the Hume Highway, which provides direct access to the motor orbital to the north 
  • easily accessible by existing road and rail links for workers from the region
  • a large parcel of land in single ownership allowing for comprehensive planning of the site
  • within the catchment of Campbelltown-Macarthur centre, a potential Regional City which includes a university, a regional TAFE college, a public and private hospital and a medical school

The site would provide a missing component of the Southwest’s business growth pathway. It could offer a location in the region which is of a quality on par with those traditionally only available in Sydney and in this manner will help regionally-based businesses to continue to grow whilst retaining their identity and workforce in South west Sydney.

Housing

The proposal aims to create a vibrant hub around the existing railway station which allows for a mix of housing types and neighbourhood uses. It will assist to meet state and local government housing targets near a railway station and close to future jobs as well as provide for the adaptive reuse of existing heritage items (the Camden Park Estate Creamery).

The proposal includes a new community oval to the north of the residential development.

Rural Heritage

Menangle’s rural heritage will be respected and work has already been undertaken to identify European and Aboriginal heritage on site and identify key view lines. The recommendations of the work have been incorporated into the Planning Proposal to ensure the heritage values of the locality is celebrated and visual amenity maintained.

Menangle Pastoral is proposing to keep the Creamery so its heritage value can be understood and enjoyed by the community. Further work will be undertaken as the Planning Proposal progresses to ensure future development on the site takes into account all areas identified as having local or state heritage significance.

The area’s rural character will be protected throughout the re-zoning process. As the land is in single ownership strict design controls will be established to ensure a high standard is set for all development at the site.

Traffic Impact

This re-zoning has no negative traffic impacts on Menangle Village - a continuous shuttle bus loop will be provided to Menangle and Macarthur Stations so new employees can use the existing train network. There will be no access onto Moreton Park Road with the exception of a shuttle bus.
